Critical Lift Plan & Mobile Crane Rental Agreement
OSHA 1926 Subpart CC Rigging Compliance, Ground Bearing Mat Protocol & Weather Cutoffs
PROTOCOL v2026.1
1. NCCCO Certified Operator & Qualified Rigging Standard
Lessor provides mobile crane equipment operated exclusively by National Commission for the Certification of Crane Operators (NCCCO) licensed personnel and qualified Level II riggers. All lifts strictly adhere to manufacturer load charts and ASME B30.5 safety regulations.
2. Customer Ground Bearing & Subsurface Vault Certification
Customer warrants that crane setup pad locations, access roadways, and outrigger placement zones possess sufficient soil bearing capacity (minimum 4,000 PSF) and are completely clear of unreinforced underground utility vaults, septic tanks, storm culverts, or voids. Lessor supplies certified hardwood/composite crane outrigger distribution mats.
3. Critical Lift Plan Mandate (≥75% Capacity / Dual-Crane Tandem)
Any pick exceeding seventy-five percent (75%) of rated load chart capacity at maximum working radius, or involving tandem crane lifting, requires a formal written Critical Lift Plan signed by a licensed Professional Engineer (PE) and site lift director prior to hook attachment.
4. Wind Speed Threshold (20 MPH) & Environmental Cease-Work
Crane operations are immediately suspended if sustained wind speeds or sudden gusts exceed twenty miles per hour (20 MPH), or during active electrical lightning within a ten (10) mile radius. Operator maintains sole and unchallengeable authority to cease lifting operations for safety.
5. Riggers Liability Insurance & Minimum Portal-to-Portal Billing
Lessor maintains $10,000,000 Commercial General & Riggers Liability Insurance (On-Hook Coverage). Rental is billed on an hourly portal-to-portal basis with a standard four (4) hour minimum, plus actual DOT heavy-haul permit and pilot car escort costs.
