On-Site Dielectric Transformer Fluid Processing Agreement

1. High-Vacuum Dehydration, Degasification & Dielectric Breakdown Recovery
Contractor shall perform closed-loop on-site high-vacuum processing of Customer’s mineral insulating oil. Contractor guarantees final dielectric fluid properties meeting IEEE C57.106 in-service standards: Dielectric Breakdown Voltage ≥ 35 kV (ASTM D877) / ≥ 50 kV (ASTM D1816 1mm gap), Karl Fischer water content ≤ 10 ppm, and Total Dissolved Combustible Gas (TDCG) ≤ 0.25% by volume.
2. EPA TSCA Polychlorinated Biphenyl (PCB) Non-Contamination Warranty
Contractor warrants that all mobile processing rigs, hoses, and vacuum chambers are certified Non-PCB (< 2.0 ppm PCB per EPA 40 CFR Part 761). Customer shall provide certified pre-job PCB laboratory screening before Contractor connects fluid lines. Contractor guarantees zero PCB cross-contamination between substation client facilities.
3. Live Energized Substation Transformer Clearance & Safety Protocol
Processing on energized electrical equipment is performed under strict NETA safety guidelines and OSHA 29 CFR § 1910.269 high-voltage arc flash protocols. Contractor shall maintain continuous positive head pressure on transformer Buchholz relays and sudden pressure relays to prevent false utility circuit breaker trips.
4. Fuller's Earth Clay Acid Neutralization & Interfacial Tension (IFT)
When required, oil is routed through activated Fuller’s earth clay canisters to neutralize oxidation sludge, achieving an Interfacial Tension (IFT per ASTM D971) ≥ 35 dynes/cm and Neutralization Acid Number ≤ 0.03 mg KOH/g. Spent clay canisters are manifested and recycled per state environmental rules.
5. Commercial Substation Mobilization, Toll Volume Pricing & Terms
Work is invoiced based on agreed substation site mobilization setup fees plus actual gallon throughput processed. Contractor provides post-treatment Dissolved Gas Analysis (DGA) and ASTM lab certificates with each transformer sign-off. Contractor maintains $10,000,000 Utility Completed Operations Liability insurance. Payment terms are Net 30 days.
