1. Contaminated Feedstock Acceptance & Ingested Soil Criteria
Facility agrees to receive, weigh, and remediate non-hazardous hydrocarbon-impacted solids, including oil-based mud (OBM) drill cuttings, refinery tank bottom sludge, and petroleum-contaminated soils. Customer certifies that all deliveries are free of free liquids exceeding paint filter limits, RCRA hazardous characteristic wastes, and naturally occurring radioactive materials (NORM > 50 μR/hr).
2. Indirect Thermal Desorption Performance Warranty (TPH < 0.1%)
Facility operates an indirect-fired rotary thermal desorption unit (TDU) operating between 700°F and 900°F. Facility guarantees that post-treatment processed solids achieve Total Petroleum Hydrocarbons (TPH per EPA Method 8015) < 1,000 mg/kg (< 0.1% by weight) and non-detect BTEX volatiles, qualifying the treated solids for unrestricted commercial beneficial reuse.
3. Recovered Base Oil Condensation & Credit Reconciliation
Synthetic base oil vaporized in the inert kiln drum is condensed, stripped of particulate fines, and separated from aqueous condensate. Recovered base oil meeting synthetic mud feedstock specifications is measured in barrels and credited or sold back to drilling mud plants pursuant to the agreed pricing schedule.
4. Title V Air Permit, Continuous Emissions Monitoring & CEMS
Facility maintains state DEQ air operating permits with active thermal oxidizers, pulse-jet baghouses, and continuous emission monitoring systems (CEMS). VOC destruction efficiency is guaranteed at ≥ 99.0% with zero visible particulate opacity.
5. Gate Tipping Rates, Manifesting Custody & Payment Terms
Invoiced tonnage is verified on certified truck scale weight tickets upon plant gate entry. Facility provides certified final laboratory analytical certificates of destruction with every batch manifest. Facility maintains $10,000,000 Environmental Impairment Liability coverage. Payment terms are Net 30 days.
